All new buildings and most retrofits require a certain amount of fresh ventilation air from outside, and most require it to be provide using some type of air-side energy recovery technology. On top of code requirements for it, energy recovery is essentially a no-brainer investment in colder climates, especially for Winter months where continuously heating air from 0F to 70F is very energy and cost-intensive.
